MĀORI STUDENT HEALTH RECRUITMENT PROGRAMMES SURVEY


The Māori Student Health Recruitment Programmes Survey is being conducted by Mokowhiti Consultancy on behalf of the 
Ministry of Health. The results of this survey will provide base research as an environmental scan on existing programmes that 
promote health careers to Māori. The survey is intended to highlight the exceptional work being undertaken across Aotearoa, 
in our communities, our regions and our nation. An analysis of the survey will be submitted to the Ministry of Health, and be 
available from our website. 

Greater Māori participation in the health and disability workforce and, subsequently, the delivery of health services is an 
essential step to providing health care that is both relevant and culturally appropriate for Māori. It also provides the health sector 
with innovative and best practice models that can be mainstreamed as a way of contributing to the ongoing work of addressing 
the inequalities in health status between Māori and other New Zealanders. 

Your organisation is recognised as a leader in Māori Health Service Innovation, maintaining a strong commitment to recruiting 
talented Māori into the health and disability workforce. We value your commitment and experience, and hope that you will 
be willing to share an overview of the programmes you have in place to recruit Māori students into health careers. Below is 
information on the online survey, which should take you no more than 10 minutes to complete. 


THE SURVEY

Participation is crucial to the success of this project and the environmental scan report. The survey, which focuses on 
programmes that promote health as a career option for Māori, will take approximately 5-10 minutes to complete. To complete

TIMEFRAMES

To ensure continued momentum we would appreciate you responding to this survey by Monday 10th November. The Ministry of 
Health is committed to progressing this important kaupapa to enable accelerated development of the Māori health workforce. 

PARTICIPATION 

We are seeking participation from the following Workforce Development Group:
• Ministry of Health 
• 21 District Health Boards 
• 16 National Māori Health Providers 
• National Professional or Occupational Groups (e.g. New Zealand Nurses Org, NZ Nursing Council, PHA) 
Undertaking Website environment scans on the following: 
• 5 Universities that offer Health or Health related courses
• 18 Polytechnics that offer Health or Health related courses
• 3 Wananga that offer Health or Health related courses
Report and findings format:
• Executive summary of findings 
• Highlights - key programmes and what they do 
• Analysis of survey results (high level) how many programmes, what do they do, and how much investment 
• Analysis of website results (high level) how much content, how useful, what programmes are out there 
• Attachment: Surveys 
• Attachment: Website analysis
• A copy of the Report once completed will be able to be accessed from this website

METHODOLOGY 

The methodology that we will be undertaking for this project includes:
• Develop survey for workforce development lead agencies 
• Develop research outlines for website analysis for Tertiary Establishments 
• Collate environment scan report, containing an executive summary 
• Collate presentation on outcomes of environment scan 
• Present on outcomes of environment scan

Phase 1 – Survey Development 

1.1 Development of :

• Survey with information cover letter in the following formats:

• Final draft approval from Contract Manager

Phase 2 – Sector Engagement 
Sector Engagement will include the following:

2.1 DHB Engagement - Survey with information cover letter to be emailed to 21 DHBs identifi ed contacts 
2.2 National Māori Health Providers Engagement - Survey with information cover letter to be emailed to 16 National Māori 
Health providers 
2.3 National Professional/ Occupational Groups Engagement - Survey and information cover letter to be emailed to 
National Professional or Occupational Groups as identifi ed by MoH. 
2.4 Email survey to Ministry of Health
2.5 A minimum of 47 surveys will be distributed for specifi c feedback on initiatives and programmes relating to the recruitment 
of Māori students towards Careers in Health
Phase 3 – Website Review 
3.1 Develop and design an environmental scan template for website review
3.2 Undertake a Website review on 5 Universities, 18 Polytechnics and 3 Wānanga
3.3 A total of 26 Website environment scans to be undertaken that offer Health or Health related coursesPhase 4 – High Level Analysis – Final Report 
4.1 Collate and analyse all survey information 
4.2 Write Environmental Scan report 
4.3 Development of presentation which provides an overview of Environmental Scan and identifi es highlights

PROJECT TEAM 

Cazna Luke - Ngāi Tahu, Te Rarawa 
Cazna Luke - Project Manager with over ten years experience in the Māori Health sector has worked both in a Māori provider 
and mainstream environment and has an excellent understanding of Māori NGO expectations combined with government 
agency realities. Cazna’s previous employment comprised of Māori Health promotion within the Public Health Unit and in 
a Māori Health provider Te Rapuora o Te Waiharakeke. A Contract Manager for Poumanawa Oranga Māori Development 
Organisation these experiences have shaped Cazna’s NGO Māori Health provider and Provider Arm experience.
Cazna who has practical experience as a contract manager and has managed the responsibility contractual relationships 
between Māori NGOs and District Health Boards. Previously employed within the South Island Shared Service Agency, Cazna 
has experience working in regional capacity. 
Mokowhiti Consultancy has had the responsibility for developing a number of Te Waipounamu workforce development initiatives 
for the South Island DHB’s General Managers Māori Health Network Te Herenga Hauora. These initiatives include the 
development of a Te Waipounamu Recruitment specialist position, engaging with Māori Health providers and tertiary education 
providers in development and production of a Te Waipounamu Māori health Training directory and a review of Māori health 
training from Te Waipounamu-based surveys of Māori Health providers. These have been signifi cant projects that have had 
extensive consultation and engagement with the Māori Health sector. 


Rhonda Thomson – Ngāi Tahu 
Rhonda has experience in research, policy development and project management. She has a wide knowledge and 
understanding of organisational structures, including the Public Sector, waka, iwi and Māori organisations. Currently, Rhonda 
runs her own consultancy business utilising technical skills in strategic thinking, research, planning, policy development and 
relationship management. 
Rhonda is committed to working collaboratively with agencies, communities and individuals that have an interest in contributing
to organisational and project goals and objectives. Rhonda values and expects high levels of integrity and strategic thought, 
supported by a spirit of service, and is focused on working in environments where diversity is welcomed and valued and where 
responsibilities are recognised under the Treaty of Waitangi.

Theresa Rongonui – Ngāti Tūwharetoa
Theresa Rongonui graduated from Victoria University of Wellington in 2004 with a Bachelor of Arts, majoring in Māori Resource 
Management and Education. 
Theresa has considerable experience working in Māori health and education. Previous mahi has included holding the position of 
Research Co-ordinator at Te Rau Matatini, Māori Mental Health Workforce Development Unit. This role included, among other 
things, undertaking evaluation studies, literature reviews, and needs assessment surveys. 
Theresa has completed individual contracts with a number of clients. This work has involved transcribing interviews, editing and 
proofi ng transcripts, event management assistance and advising, focus group, writing surveys and literature reviews, evaluating 
and reviewing Māori health plans, developing Māori health plans, evaluating Mental Health services and working on a Health 
recruitment programme for Māori rangatahi (youth). 
Theresa is comfortable working in many different situations and with many different people. She has proven organisational, 
facilitation and event management skills. She has presented at many conferences and also facilitated many different meetings 
and hui, to a wide range of people.
